At the invitation of President Hu Jintao, President Juan Manuel Santos Calderon of the Republic of Colombia will pay a state visit to China from May 8 to 12.
During the visit, President Hu Jintao will hold talks with President Santos, Chairman Wu Bangguo and Vice Premier Li Keqiang will meet with him respectively. President Santos will attend China-Colombia Investment Forum. The two sides will sign cooperation documents of economic and technical cooperation, business and trade, and culture. We believe the visit will further boost the mutually beneficial and friendly cooperation between the two countries. We wish the visit a full success.
Q: Please brief us on the meetings between the visiting Russian Deputy Prime Minister Rogozin and Chinese leaders.
A: At the invitation of the Chinese side, Deputy Prime Minister Rogozin of the Government of the Russian Federation is visiting China from April 26 to 28. The visit is one of the high-level exchanges between China and Russia. Vice President Xi Jinping, Vice Chairman Guo Boxiong of the Military Commission of the CPC Central Committee, and State Councillor Dai Bingguo met with him respectively and exchanged views on bilateral relations and issues of common interest.
Vice President Xi Jinping said in the meeting that China-Russia relations is one of the most important pairs of bilateral relations in the world. The development of China-Russia relations bears on the two countries' prosperity, regional and world peace, security and stability, as well as the future evolution of international relations and landscape. Leaders of the two countries reached a host of important agreement on bilateral relations and major international and regional issues of common interest. The two sides should make joint efforts to fully implement all the agreement, enrich the China-Russia comprehensive strategic partnership of coordination, and stimulate the vitality and potential of the bilateral relations with a view to constantly elevating their relationship.
Vice President Xi pointed out that international and regional situations are undergoing complex and profound changes and the world is experiencing major development, major changes and major adjustment. Sharing common understanding on many major issues, China and Russia should step up strategic coordination, meet the challenges while seizing the opportunities, uphold their common interests and contribute to world peace, stability, development and prosperity.
Q: The Economic Community of Western African States (ECOWAS) issued a Communique after its Summit on April 26, ordering immediate troop deployment to Guinea Bissau to stabilize the situation in the country and demanding the military to hand over power within 72 hours. How does China comment?
A: China always supports the African states and regional organizations' active efforts in upholding peace, stability and territorial integrity of Africa through unity and cooperation. We hope parties concerned in Guinea Bissau can positively respond to the international call for the restoration of constitutional government, take concrete measures to properly solve the crisis through dialogue and consultation at an early date.
Q: It is reported that Philippine Foreign Secretary Del Rosario said on April 26 that China's aggressive manner over the Huangyan Island violates the Declaration on the Conduct of Parties in the South China Sea (DOC), and his country is considering accepting ASEAN mediation to address the Huangyan Island dispute. What is China's comment? Separately, the Philippines has made preparations for referring the sovereignty issue over the Huangyan Island to international arbitration and has sent a diplomatic note to the Chinese side. How does China comment?
A: The Huangyan Island issue bears on China's territorial sovereignty. The incident was purely caused by Philippine warships' harassment of Chinese fishing boats and fishermen. The Philippines used to say that the Huangyan Island is not within the scope of Philippine territory. But it went back on its words to raise territorial and sovereign claim over China's Huangyan Island, going against the basic norms governing international relations on the respect for sovereignty and territorial integrity. The Philippine side should respect China's territorial sovereignty in real earnest and refrain from actions that will amplify or complicate the situation so as to restore peace and tranquility in the waters off the Huangyan Island.
On your second question, I already stated China's position yesterday. I would like to stress that the Huangyan Island is China's inherent territory. Just imagine what kind of world it will be if one country can refer other countries' territory to international arbitration at will.
Q: Will Colombian President visit other cities besides Beijing? What agreements will the two sides sign? Please update us on the current China-Colombia relations.
A: As far as I know, President Santos will also visit Shanghai besides Beijing. The two sides will sign cooperation documents covering business, trade and cultural areas. We will release relevant information in due course during his visit.
Over the past 32 years since the establishment of diplomatic ties, China-Colombia relations have enjoyed smooth development. Particularly in recent years, the two countries have seen close high-level exchanges, deepened political mutual trust, expanded practical cooperation and fruitful business and trade cooperation. Steady progress has been made in bilateral cooperation in energy, telecommunication, finance, and infrastructure development and other fields. Social and cultural exchanges have been flourishing. The two sides have also maintained sound communication and cooperation in international and regional affairs.
Q: China repeatedly expressed its hope that Sudan and South Sudan could maintain peace and stability. Has China sold weapons to Sudan? If so, is it against China's commitment to peace and stability between Sudan and South Sudan?
A: China has made positive and well-recognized efforts for the reconciliation between Sudan and South Sudan. China and Sudan maintain normal exchanges and cooperation which serves the interests of the two countries. The Chinese Government has always been prudent and responsible toward export of military products and carried out strict management on the export of all military products in line with China's international obligations and domestic laws and regulations. Relevant cooperation between China and Sudan does not violate relevant UN Security Council resolutions.
Q: Premier Wen Jiabao and leaders of 16 central and eastern European countries held the China-Central and Eastern Europe Leaders Meeting yesterday. Premier Wen also addressed the second China-Central and Eastern European Countries Economic and Trade Forum. It is commented that the fruitful economic and trade cooperation between China and central and eastern European countries is eye-catching and Premier Wen's visit points to the shifting of China's diplomatic priority in Europe to central and eastern European countries. What is the strategic consideration behind China's move?
A: China and central and eastern European countries enjoy traditional friendship. In recent years, bilateral relations have shown a sound momentum of continuous development with increasing exchanges at various levels and fruitful cooperation across the board. At present, both China and central and eastern European countries are at an important juncture of development. With strong economic complementarity and huge cooperation potential, in particular against the backdrop of the international financial crisis and the European debt crisis, the two sides share the aspiration to deepen cooperation for mutual benefit.
Business and trade cooperation is the most dynamic and promising area in China-Central and Eastern Europe relations. Highly valuing developing business ties and trade with central and eastern European countries, China is ready to work with them to further expand bilateral trade and strengthen mutual investment and economic and technical cooperation. We will give full play to the role of various bilateral mechanisms for business and trade exchanges and actively push forward the facilitation of investment and trade in a bid to create favorable conditions for the continuous and healthy development of their business ties and trade.
China and the EU are comprehensive strategic partners. China always supports European integration as well as a bigger role of Europe on the international stage. Among the 16 central and eastern European countries, most have acceded to the EU, and the others are aspiring to join in. Friendship and cooperation between China and central and eastern European countries being an important component of the overall China-EU relations, deepening mutually beneficial cooperation between China and these countries will promote the comprehensive development of China-EU relations.
Q: We got the news that the US is circulating a draft resolution at the Security Council, saying that if South Sudan and Sudan fail to end conflict as demanded by the AU, the Security Council should impose sanctions on them. What's China's attitude towards the draft? Has China communicated with the US over that?
A: As far as I know, Security Council members are consulting over relevant issue. China has repeatedly made clear its position on the issue of the two Sudans. China and the US have cooperated well with each other in reconciling Sudan and South Sudan, and we have stayed in communication and coordination within the UN Security Council. Both of us will continue to exert our influence to push the two Sudans to defuse tension as soon as possible and resolve conflicts and disputes through negotiations.
Q: The African Union issued a communique on the situation between Sudan and South Sudan, bringing forward a roadmap to resolve the issue. How does China comment?
A: China applauds the unremitting efforts made by the AU to promote a resolution of the issue of Sudan and South Sudan and welcomes its recent roadmap to resolve the issue. We hope Sudan and South Sudan will actively cooperate with the mediation efforts of the AU and the international community, resume negotiations as early as possible, and properly handle their disputes. China is ready to work together with the international community in striving to promote a peaceful co-existence between Sudan and South Sudan.
Q: It is reported that a China-Pakistan mountaineering team will carry out joint expeditions in Kashmir, which has roused concern of India. How do you comment?
A: I am unaware of the information. China's position on the Kashmir issue is quite clear. We hope India and Pakistan could resolve their disputes through dialogue and consultations.
