Wang Yi Attends 13th ASEM Foreign Ministers' Meeting

On November 20, 2017 local time, Foreign Minister Wang Yi attended the 13th Foreign Ministers' Meeting of the Asia-Europe Meeting (ASEM) in Nay Pyi Taw, the capital of Myanmar and made an introductory speech entitled Jointly Building a New Type of Asia-Europe Partnership in a New Era.

Wang Yi said that last month the Communist Party of China (CPC)successfully held the 19th CPC National Congress and set forth the grand blueprint for the development of China in the next 30 years. Entering a new era, China will have a closer connection with the world and share a common future with all countries. We will continue working closely with all parties in Asia and Europe to jointly create a better future.

Wang Yi said the ASEM represents a new road to the state-to-state contacts. We advocate dialogue rather than confrontation and adhere to partnership instead of alliance, which has safeguarded the overall stability in the region. We work together to participate in and promote the process of economic globalization and expand trade and investment, which has facilitated the overall development of Asia and Europe. With a view to the diversity of civilizations in Asia and Europe, we conduct dialogues and exchanges on civilization to narrow the distance between the people. We adhere to the concept of multilateralism and commit to the improvement and transformation of the global governance system, so as to meet challenges with cooperation.

Wang Yi pointed out that standing at the beginning of the third decade of the ASEM, we must take a long-term perspective and pool strategic consensus so as to bravely overcome various global challenges and firmly establish the awareness of building a community of shared future for mankind. We must remain true to our original aspiration and adhere to the principles of mutual respect, equity and justice and win-win cooperation to add distinct epochal connotation to the new type of Asia-Europe partnership. We must keep pace with the times, promote the ASEM to reform its agenda, release potential, and rejuvenate itself, continually staying at the forefront of promoting regional cooperation.

Wang Yi made three proposals on the key direction for Asia-Europe cooperation in the future:

First, we must work together to safeguard regional peace and stability. Traditional and non-traditional security challenges are relatively concentrated in Asia and Europe, so that safeguarding regional stability is a prerequisite for development and prosperity and it remains a common responsibility of Asian and European countries. We should uphold mutual respect and all countries, small or large, are equal; we should stick to resolving disputes through dialogue and settling differences consultation; we should adhere to overall response to form concerted efforts. We support the direct negotiations between the parties concerned to resolve their differences, are willing to provide constructive assistance to other parties in this regard and will act in accordance with the basic norms governing international relations.

Second, we must jointly probe new growth impetus. The Asian countries are full of vitality and have become the main engine of global growth. The European countries had shown their resilience in self-repair and still remain one of the most important poles in the world economy. The recovery of the world economy couldn't be achieved without the joint efforts of Asian and European countries in creating new economic growth points. We should find impetus in reform and innovation and seek space from a high level of opening up. We should take a clear-cut stand in supporting the multilateral trade system and opposing all forms of protectionism; we would resolutely promote trade and investment liberalization and facilitation and advance the rebalancing of economic globalization featuring openness, inclusiveness, shared benefits, balance and win-win results.

Third, we must jointly explore sustainable governance models. Some countries have already pioneered beneficial exploration and accumulated important experience in the realm of poverty elimination, pollution treatment, corruption combating and inclusiveness promotion. The ASEM can serve as a platform for exchanges of experience in administration and solving some conundrums in development. The collision between Eastern and Western civilizations and wisdom will usher in new inspirations.

During the meeting, Foreign Minister Wang Yi also held bilateral meetings respectively with Senior Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhon of Cambodia, Foreign Minister Vivian Balakrishnan of Singapore, Foreign Minister Don Pramudwinai of Thailand, Vice Chancellor and Foreign Minister Sigmar Gabriel of Germany, EU High Representative for Foreign Affairs and Security Policy Federica Mogherini, Minister for Foreign Affairs and Trade Promotion Carmelo Abela of Malta, Minister of Foreign Affairs Ine Marie Eriksen Søreide of Norway, Minister of Foreign Affairs Jean Asselborn of Luxembourg and others.
