Wu Bangguo Holds Talks with Chairman of the House of Representatives and Chairman of the Council of the Republic of the National Assembly of Belarus

On the afternoon of September 17, local time, Wu Bangguo, chairman of the Standing Committee of China's National People's Congress (NPC), who is in Belarus for an official goodwill visit, held talks with Vladimir Andreichenko, Chairman of the House of Representatives and Anatoly Rubinov, Chairman of the Council of the Republic of the National Assembly of Belarus. The two sides had an extensive exchange of views and reached important consensus in a warm and friendly atmosphere on bilateral relations, parliamentary exchanges and pragmatic cooperation.

Andreichenko and Rubinov extended warm welcome for Chairman Wu's visit, saying this visit not only opened a new chapter for relations between the two parliaments, and would surely have a significant impact on promoting the development of Belarusian-Chinese relations.

Wu said that since the establishment of diplomatic relations between the two countries, bilateral ties have enjoyed healthy and stable development. Both sides have maintained a high level of political trust and offered firm support to each other on state sovereignty, territorial integrity and other core interests, with a solid political foundation for state-to-state relations. In the economic area, bilateral trade has been growing rapidly based on mutual benefit, cooperation in large projects has made smooth progress and scientific and technological cooperation has been fruitful. The two sides have increased cultural exchanges, education cooperation has been developing continuously and exchanges at local levels have become increasingly dynamic. The two sides have also maintained good communication and collaboration in international affairs and effectively safeguarded the common interests of both countries. Wu Bangguo said that China and Belarus are good friends and good partners and to continuously consolidate and strengthen bilateral relations is the Chinese government's unswerving policy. China is willing to make joint efforts with Belarus to further strengthen mutual political trust, deepen strategic cooperation, and continuously enrich the connotation of friendly relations, to better benefit the two countries and their peoples.

Wu pointed out that parliamentary exchanges are an important component of the development of state-to-state relations and the National People's Congress of China and the National Assembly of Belarus have kept close relations. He put forward four proposals on furthering bilateral parliamentary cooperation. First, in serving the overall development of state-to-state relations, both sides should give a better play to the high degree of political mutual trust and continue to give firm support to each other on each other's core interests and major concerns. Second, both sides should strengthen exchanges in state governance, legislative supervision, economic development and improving people's livelihood and exchange in-depth views on bilateral relations and issues of common concern. Third, both sides should actively promote pragmatic cooperation, approve the legal documents of bilateral cooperation in a timely manner and push for legislation on promoting trade and investment facilitation and personnel exchanges. Both sides should urge the implementation of the consensus reached by leaders of both countries and cooperation agreements both sides have signed, and support enterprises and localities to expand cooperation. Fourth, both sides should continue to strengthen cooperation in multilateral parliamentary organizations to better safeguard the common interests of the two countries.

Echoing Wu's comments on bilateral ties and proposals on enhancing parliamentary exchanges, Andreichenko and Rubinov said Belarus regards China as its most reliable friend and partner. Belarus has always held fraternal friendly feelings toward the Chinese people, admires China's enormous achievements in development and appreciates China's long-term disinterested assistance and firm support. The National Assembly of Belarus will stand together with the government to take Belarus-China relationship as a foreign policy priority. The National Assembly of Belarus is ready to work with the Chinese side to earnestly implement the important outcome of this visit, keep closer friendly exchanges between the leaders, special committees and friendship groups of the two parliaments and strive to promote economic and trade cooperation, especially on large projects. Both sides should also promote exchanges at local levels and on humanities and strengthen coordination in multilateral parliamentary organizations, so as to make new contributions to the continuous development of state-to-state relations.

After the talks, the two sides also signed a memorandum on cooperation between the NPC and the National Assembly of Belarus.

Vice Chairman and Secretary General Li Jianguo of China's NPC Standing Committee, Deputy Chairman of the House of Representatives of the National Assembly of Belarus Viktor Guminsky, Belarusian Ambassador to China Viktor Burya and other officials attended the above-mentioned activities.

In the evening, Andreichenko and Rubinov held a welcome banquet for Wu.
